U.S. 11 eventually turns north along the Susquehanna River, leaving the freeway to follow U.S. 22 to Interstate 78 and an independent route northeast to Hazelton and Wilkes-Barre. Other alternatives included replacing the elevated route of I-81 through Syracuse with a modern viaduct at the cost of $2.2 billion.
